London isn't called the Big Smoke for nothing. And as CO2 levels rise steadily, the city has been to choke.

So, in an effort to go green, the local government has decided to go ahead with plans to penalise vehicles with high emission level. MA Journalism student Mark Lemp gets the inside scoop.
